Adds `AutomotiveSensitiveDataAuthenticator`, a shared check that sensitive data flows call before continuing on Android Automotive OS when the `automotive-sensitive-data` Nimbus feature is enabled. If no device lock is set up, it shows the setup prompt from bug 2081830; otherwise it asks the user to authenticate. The action only continues on success.
