Replaces custom string-splitting in `String.toLocale()` by normalizing underscores to hyphens and delegating to `Locale.forLanguageTag()`. This ensures language tags containing scripts, variants, or Unicode extensions are properly parsed, and returns `Locale.ROOT` for blank input strings. |
